This is a very interesting solution for people who take weekend walks and want to control their dogs or family members. You can use the meshtastic solution as an emergency beacon for SAR search services.
No, meshtastic requires LoRA hardware.
Being a long time radio nerd I’ve been thinking of playing with this myself.
In theory you could make a pebble watch app pull/push data on an external Lora device.
Most of these Lora devices use some sort of Bluetooth 5 capable module and are pretty inexpensive if you forgo any kind of display.

Hi. Now I have a heltec t 114, an L76K gps module, and a bme 680 for measuring pressure, temperature, and humidity. I am trying to connect a magnetic compass and accelerometer to receive data on a heltec t 114 board. I will assemble it in a sealed case with magnetic charging, as in the seedstudio t 1000e. I’ll probably have to use a separate compartment in the case for the bme 680. I will cover the pressure measuring hole with a hydrophobic cloth. Now everything is on the breadboard for testing.
